Covered long term bike parking

The "covered" requirement for long term bike parking has caught us by surprise since it only appears in the Definition and is nowhere mentioned as part of the changes to this credit.

Our city has dedicated bike lanes, off-street paths, and "bike-friendly" streets. Our project has fairly good connectivity to many amenities using just one street with a dedicated bike lane.
