The project involves establishing bicycle parking facilities within our campus. This storage system ensures safety by providing parking tokens and installing a surrounding fence. We submitted this scenario to LEED Online, but it has received review comments as follows: 'It does not appear that the long-term bicycle storage provided for the regular building occupants is covered. Ensure that the long-term bicycle storage is covered.'
Here, I have a doubt regarding the credit requirement. Is it necessary to provide bicycle storage that is under cover? Referring to the LEED BD+C reference guide, page number 106 states: 'Both short-term and long-term storage facilities are more likely to be used if they are located in a well-lit, safe, and accessible area.' What is the meaning of 'well-lit' in this context?
Additionally, I'm unsure if it's necessary for bicycle storage to be completely covered. Can we consider bicycle storage if it is covered by a shadow of the building?

Yes, it is required that the bike parking be covered. The intent is to shelter the bikes from rain/snow, so it could be inside a building, under a canopy, inside a garage, etc., whatever fits the project best. Well-lit would mean including lighting at nighttime so the space feels safe and it's easy to retrieve the bike.
From your suggestion that the bike storage be covered by a shadow, I wonder if your project is located somewhere with infrequent rain/snow? I know some projects in desert climates have pursued this credit by showing that the bike parking is protected from sun and wind, with shading that's consistent throughout the daytime.
