I am working on a Behavioral Health Resource Center for Multnomah County, and I am not sure how to classify the occupants for the calculations. Please see the breakdown below, and let me know if you can offer any advising?
- 150 – 200 peak participants (“visitors”)
- 33 short-term overnight participants (<30 days)
- 19 long-term overnight participants (30 – 180 days)
- Max 40 staff per shift

The definition for short term bike parking indicates it will generally be used for 2 hours or less by visitors. Depending on the services offered by the facility, your clients may be short term visitors, or it may be more accurate to include them in counts for long term bike parking. All of your overnight participants (short and long term) along with staff should likely be considered for long term calcs.
Particularly because you are dealing with a population that may be much more likely to utilize bike facilities, personally I would encourage you to at provide cover over all of your bike parking, even if you wind up with some short-term spaces (which LEED does not require be covered).
