For a 287 unit apartment building, we will be providing a few secure bicycle rooms on the ground floor and in the 2nd floor parking area (elevator access) to cover the required number of bikes. Is it required to provide racks within the locked room, and if not, where can we find space/layout guidance to be sure we have enough room for 287 bikes on kickstands?

Susan, I didn't find any guidance about racks being required indoors, but I would personally not consider my bike secure if I couldn't lock it to prevent theft by one of my 286 neighbors! Assuming you need racks should help resolve the issue of how many bikes you can fit into the rooms.
