Hi Yoyo, The definition of bicycle network includes roads whose target speed is 25 mph (40 km/h) or less. These low-speed roads may be included along with off-street bicycle paths and on-street bicycle lanes. You can find the full defintion in the glossary here: http://www.usgbc.org/glossary
