We are currently working on a park Shelter in a public park In the united states. The shelter is open for bookings to the public for fixed periods at a time. We are currently pursuing LEED BD+C. However, since this project does not fall under residential, institutional, commercial, or mixed-use, how would we approach the bike facilities credit. Bike storage will be provided but do we also have to provide showers to patrons?

This will be an interesting question to see the official answer; I'd recommend emailing LEED Coach to get a more official response.
My only thought here is that the showers aspect usually only applies to the FTEs, not to the visitors. My guess is that you're closest to commercial/institutional in terms of applicable requirements, and they'd likely expect you to have at least 1 shower available, even if you have no regular occupants.
