Hi Jenni, I would say no...the reference guide spells out "A “bicycle network” is defined to include, in any combination, demarcated bike lanes, bike trails, and streets with a maximum speed limit of 25 mph (40 km/h)" which gets pretty specific but doesn't mention sidewalks. And in many places riding on the sidewalk is discouraged or even illegal, to protect pedestrians. That said, if you need a short stretch of sidewalk to connect an otherwise compliant bike network across a busy intersection or something like that, you could submit that with a narrative explaining those circumstances.
