Compromise between Dust Control by Watering & Water Consumption

The best way I experienced in dust control measures in construction roads is to cover these roads by crushed stone, compact it by the compactor, and finally water it frequently.

Non Regularly Occupied Spaces

I have a quick question. Are phone rooms/focus rooms non regularly occupied spaces? I could not find that in the chart and I wanted to make sure my assumption is correct.
