How should I categorize the cooling required for IT equipment in data halls. Considering that the cooling in the actual building is provided by air cooled chillers, which are listed in Table 6.8.1-3 of ASHRAE 90.1. Can I assume that, they are not process load and determine the COP based on table G3.5.3. Regarding the number of chillers does it need to be as identical as proposed building.

They are a process load. Table G3.5.3 is the efficiency required of the baseline system. The number of chillers is determined by Table G3.1.3.7.

Do you mean that, the cooling for the IT equipment is process load and should be identical in both baseline and proposed building?

Sorry the IT equipment is clearly a process load. The cooling for it generally is not.
