Is that mandatory for spaces occupied by tenants in Core and Shell buildings too?

I believe that if glare-control is not part of the CS project scope you have to include the requirement to install glare-control devices in all regularly occupied spaces in the signed Tenant Sales and Lease Agreement in order to achieve this credit.
There is blanket statement in the LEED BD+C reference guide overview section for Tenant Sales and Lease Agreement which says, "Only portions of the building within the LEED project scope should be used in credit calculations. If a project team wishes to pursue additional credits or thresholds beyond the construction scope of the LEED project, a binding tenant sales and lease agreement must be provided as documentation...Please note that lease agreements are not required in order to pursue Core and Shell. They are only used if a project is aiming to earn additional points considered outside of the project design and construction scope that will be fit-out by a future tenant." https://www.usgbc.org/guide/bdc

I concur with Summer, the language in the reference guide she points to will be enforced by GBCI.
....i have heard that there may be a beta v4.1 CS version coming out that houses points within the Tenant Design and Constrution Guidelines credit for future work such as the one noted in this thread. So we might be going back to v3 days....just locating the same v3 npoints within a different credit.
