f the only subsystem available in the project is (Indoor plumbing fixtures and fittings), Are we eligible to earn this Credit for a core and shell project?

This credit is EAc7 in LEED 2009 V3 - Healthcare. My project does not have any of the equipment listed on the form (below).

Vegetated Roof or Hardscape?

Our building has a portion of the roof area that is a terrace accessible from the top floor of the building. The terrace contains high-reflectance hardscape and vegetated areas.
