Can steam produced from an on-site biomass boiler and used exclusively for manufacturing process loads be counted toward EA Credit: Renewable Energy Production in LEED v4 BD+C?

I'm exploring this as a 3rd option for the Interiors Life-cycles credit but I have not found a example in these forums of this option being included in a successful submission.

I'm not entirely sure what the LEED online form/template means in regards to calculations for flexible lighting control system.

For projects located in China, can local national safety standards be used as an equivalent alternative to OSHA standards for this credit?

Is there any guidance on whether this credit can be submitted during the design submittal?
