Which percentile to use from ITE Tables?

The v4 reference guide refers users to the ITE 3rd Ed. Tables 18-2 through 18-4.  The tables have parking generation rates for "33rd percentile", "average", and "85th percentile".  How do we know...

Our project is a "last mile" distribution center where there's a car staging area for delivery.  Does this count towards parking?  I assume the staging area is considered part of facility...

I wonder if the minimum parking spaces required by local code is 50, and  40% reduction from based ration needs to provide only 45 parking spaces. How can I achieve this credit?
