I don't understand when we calculated the minimum parking spaces required by code , for example 50, and the 40% reduction from based ratio is 45, how can we provide the parking spaces less than the local code required.

Hi Penny,
1st of all... I would request you review your opening statement. Not expressly clear; did you mean, the initial calculation was not clear?! You'll have to determine the base requirement per code 1st before you proceed to determine which of the applicable options, Case 1 or Case 2 applies to your project for further consideration.
However, with your example of 50 parking spots, a 40% reduction would allow the project have only 30 parking spots. 50 (Base ratio) - 20 (40% reduction) = 30 parking spots (Case 2, LEED v4)… I hope this helps.
