The provincial government is designing a Rest Area for an important Highway, the project will also is to be operated and owned by the provincial government. There is no local code requirement for parking capacity. This rest area is accessible only to the highway users (cars, recreational vehicles, trucks, etc.), and there is no fee to use this highway, nor the rest area. One parking lot will be reserve for the full time equivalent employee. The remaining parking spaces will be dedicated for the highway users. We would like to achieve this credit, but we are unsure which base ratio to use.

Question 1: Is parking for highway users in the rest area considered ‘’On-street parking in public-right-of-way’’?

Question 2: If not, which base ratio should we use for this project in the Institute of Transportation Engineers’ Transportation Planning Handbook, 3rd edition, Tables 18-2 through 18-4?
