Commissioning on C&S building not complete because of push back

My team is having an issue with the mechanical contractor who installed lab exhaust fans in the buildings.  The commissioning agent was suppose to test those fans but the mechanical contractor

On the process of registration, in step 4 - Project Information on Anticipated Project Type there isn't a category that clearly represents the building we are working.
