The BD+C, NC project we are applying for is a factory with manufacturing unit and office spaces, located in an developing industrial  area with no mutimodel transportation facilities .

We're working on a 35,000 SF lab building on a campus district cooling loop. The baseline system type is #5, so there's no chilled water in the baseline.

In the addenda published on 7/25/2019, Transportation Planning Handbook is replaced with Parking Generation Manual, 5th edition, only in Further Explanation, Bullet 1 and Referenced Standards.

How to define "Total Construction Cost" for credits

I'm looking for clearer guidance on how to calculate the Total Construction Cost". Is this to be the estimated cost of construction, or the actual cost of construction?
