Minimum 18% energy saving after April 2016 - Scoring

My project will likely reach 20% to 23% Energy Savings. Does this mean I can only score the points after I meet the minimum? In other words is a 20 percent reduction only one credit point?

In an office building the the public restrooms have two kinds of Dual Flush WC's with different gpf, one WC has 0.79 gpf and the other one has 0.82 gpf.
