My project will likely reach 20% to 23% Energy Savings. Does this mean I can only score the points after I meet the minimum? In other words is a 20 percent reduction only one credit point? Or is it 5 credit points?

It is still worth all the points you earn, not just those above the 18% minimum.

Whether the project can achieve this 18% energy saving considering renewable energy such as solar hot water, solar pv. or not?

In LEED 2009 the minimum would include any renewables. In LEED v4 the minimum must be achieved without renewables.
