If I understand correctly, if the Core and Shell developer isn't providing plumbing fixtures, then the tenant agreement is essentially required by LEED to dictate plumbing fixtures.

Is our leftover concrete, not poured from the truck and returned to the batch plant, counted as diverted from landfills per MR2 if we can provide documentation that it is reused by the batch plant

My project is on a college campus that is non-smoking on the entire campus, there are no areas with permitted smoking. The streets themselves are university property, not public streets.
