Calculating FTEs

FTE - social builidng by factory

Hi, I have a problem with caluclating FTE for our NC project. The building is a social - office building consisting of 2 floors - ground floor is a social part for factory workers and second floor is an office part.
On the groud floor - there is a canteen, showers and toilets for factory workers and first floor - we have typical office space. As the water usage in the building will be generated by the factory workers (working 24h/d), that come in into the factory through the discussed building, how to treat them? should they be treated as partial FTE (let's say they spend 2 hours a day in this building - half an hour in changing rooms in the morning, 1 hour for lunch and half an hour in the evening to change clothes) or should they be trated as transints? the bicycle racks will be provided in discussed building as well.... Submitting Construction Phase Credits in Design Review

When submitting our preliminary design review for a LEED for schools project, we did not submit any Construction Phase Credits. Was this an error? We have yet to complete most of the construction related credit forms but I do not know if these should be submitted with our final design review or if we should wait until submitting our construction preliminary review.

Accept preliminary construction review as final

After the preliminary construction review we have been awarded all prerequisites and a specific amount of points. The project team does not intend to aplly for a final construction review, because the rating level would not change. Can we simply select "skip review" at the construction final review timeline or do we need to remove the credits which have been marked as pending from the scorecard?

Just submitted a CI v2009 project for final (combined) review. Initially I was getting error messages that it could not be submitted unless all Prereqs & Credits were marked "complete". Looking at the scorecard, all credits either had a big green check mark (complete) or the word "reviewed", which were credits and prereqs awarded in the preliminary review; their status was not editable. I went through each credit sheet multiple times making sure all the pending /new credits were indeed marked complete and I removed any misc credit not being pursued, but I kept getting the same message. So I thought maybe I should remove the credits already awarded and then try again. When I did that I no longer got an error message and the screen came up with a the list of all the credits I was about to submit. This list showed status as pending, complete, or awarded, with check boxes giving me the option to submit, or not submit individual items. This seemed odd to me; if I was being given the option on this screen to pick and choose what to submit, should I have removed anything from the scorecard? So I canceled and went back and re-added the awarded credits to the scorecard, hit submit, got no error message, and the same screen came up, giving me the submit/don't submit option for each item. I checked each credit, except the ones shown as "awarded", which seemed logical. A short while later I received a confirmation email from the USGBC with a attached Excel spreadsheet summarizing what I submitted. I reviewed it and it showed all the awarded credits as "attempted", "not submitted"...."attempted"?, in my mind that is much different than awarded...was I supposed to submit the awarded credit again?
To confuse things more, before submission I had inadvertently opened and made active, an ID credit form of an awarded item. Since the system saw this as a change, it needed to be resubmitted. This is an only previously awarded credit that shows up as "awarded" on the confirmation spreadsheet.
So was I correct in NOT submitting previously awarded credits in the final review? I know project info and pre-reqs are required to be resubmitted regardless of their preliminary review status, but what about credits?

As they appear to all been used to describe awarded credits in this case, do the terms "awarded", "reviewed", & "attempted" have official definitions within the USGBC, or does it vary depending on platform and document?

Submitting for Construction Preliminary Review

I'm hitting the big green button for my project's Construction Preliminary Review.
I am met with a scorecard's worth of checkboxes, asking which credit forms we would like to have reviewed at this time. Our design phase reviews went well and we have many credits that are already noted as "Approved" or "Awarded". The Construction phase credits are marked "Completed".

This is pretty unclear- no instructions are offered on which boxes to check.
Do I check all the boxes, for every credit, to indicate that we're not abandoning any credits?
Do I check the boxes only for the credits not marked "Awarded"? Or not marked "Approved"?
What is the difference between "Awarded" and "Approved"?
At least it seems obvious that I should check the boxes for the credits that are not reviewed yet, which are marked "Completed".

Denied during design reviews=NOT reviewed during const. review?

We are working on a LEED Schools 2009 project and have had several credits come back with this comment as part of the Construction Preliminary Review: "This credit was previously denied after receiving two full rounds of review during the Design Preliminary and Design Final Review phases. Since there were outstanding issues with the submitted strategy after two full rounds of review, please note that an appeal will be necessary if the project wishes to resubmit this credit and pursue credit compliance." This seems to go against what is trying to be achieved by the Split Review Certification process. The team submitted the required information as part of the initial Construction Phase application in response to the Design Final Review comments, but the information was not reviewed! Now we have to pay for and go through an appeal, even though we have not yet submitted our response to the Construction Preliminary Review? Am I missing something here. Has anyone experienced something like this and how should I proceed?

Adding credits after Precertification Final Review

I need some clarity on this item. I am working on a LEED CS 2009 project. We have already had our Precertification Preliminary Review. I'm ready to submit for Precert. Final Review. I have two construction credits that I don't have documentation for yet. Can I submit these after the Precert. Final review? This would be during design and construction preliminary review.

The following was a post by K Kraft on Jan 2, 2014 that did not receive a response - I would like to ask the same question as well as an additional question as follows:

Where does "normal support" begin and end, on a campus most everything is shared between multiple buildings. I ask specifically with regard to site lighting - if you have a Master Site, the individual LEED project boundaries could be pulled back to eliminate the need to include all of the shared site lighting and therefore benefit those individual projects. Where then is that site lighting energy picked up?

From K Kraft - "Hello. I have a follow-up question to Deborah's: Is it possible that an individual LEED project boundary associated with a Master Site is simply the building footprint? Also, since the parking spaces are allocated in the Master Site application, is it feasible that the number of parking spaces provided for building users be 0 on the individual project PI form? Or does this contradict the language in the 2010 AMGBC document (p.8) that states “LEED project boundary must include all land that is associated with and supports normal project operations...” Are parking spaces for employees of an office building considered to support normal project operations? Thank you for any guidance."
