Do you have any definite reason to think they're not one and the same?

What specific prereqs are you finding this with? Seems to me that this number is preloaded onto the credit forms. For example, see the # shown on this screen capture from WEc1.

Neil, let's be clear -- FTEs and transients are two distinct numbers. So it sounds like you're all set with FTE's. There are no etched-in-stone rules for calculating transients. Is there a current lobby where you could stand with a clicker and count the people?

Neil, it seems like the main consideration here is that you need at least one FTE (on an annualized average basis) to qualify a building for LEED-NC, according to the Minimum Program Requirements. If you have less than one FTE, you can still do LEED but you can't earn any IEQ credits (but you must still earn the IEQ prereqs).

Sounds like you can do that with security people, and count drivers as transients.

What book we should buy to calculate and assess all items in rating system?
During review are requested some official documents or there are requested only completed forms from your site?
Undergoing Design & Construction review, how much time do i have between application for project review and application for construction review?

I've read practically all available resources, but I didn't find some details.
The fact is that we want to sertify our project in LEED. Now we haven't got completed project, but only ideas and intensions. How much time will we have after registration to make complete project? I can't understand what book we should buy to calculate and assess all items in rating system?
During review are requested some official documents or there are requested only completed forms from your site?
And another question: if I want to submit for Combined Design & Construction review, how much time do i have between application for project review and application for construction review?

Neil, I asked this question to our guest expert Mara Baum (who would know) a couple weeks ago, and she said:

I last asked in August, at which time I heard that the changes (updates to v3) had gone from the committee to the USGBC for final review. My contact on the committee thought at the time that it would be out by now for public comment.

Anyone have any more up-to-date information?

Technically there is no requirement in LEED to stop you from registering and certifying a project that has already begun construction. But it can be tough, as Jean notes.

Another obstacle is the fact that LEED really works best when applied from the beginning of design, even before site selection. As the design develops, your opportunities to make more innovative green choices get fewer and fewer. The return on investment to doing an energy model, for example, after the design is already finalized and being built, is much less favorable.

From a theme point of view it fits the CI better. NC has many aspects associated with what goes on outside the building, on the roof, hardscapes, stormwater, etc. CI is aimed at people who don't have much influence over things like if the roof is painted white and the hardscape is pourous. If CS was used when the building was built and assumed the tenant would build out his own HVAC distributions, then CI would be the perfect follow up. How much of the existing HVAC will be used?
