Does a remediated Ash basin qualify for LTc2...?!

My project is sited on a land mass which happens to be a remediated ash basin site on a facility which is now being transformed into a gas powered plant ( from a coal plant) and has now transformed

The MSDS for one component of a 4-part sparkproof/conductive flooring system lists a theoretical VOC content level (i.e. as packaged) and an As-Applied content level.

Reclaimed land from sea

NC-v4 MPR1:Must be in a permanent location on existing land
