On LEED 2009, I remember reading that using a charger that could half the charge time would be counted as 2 charge stations. Did this change for LEED v4?

I know MEP components are not included in the MR4 credit. What about piping or duct insulation? Insulation is part of Division 7, so I say it should be included.
