Would a subterranean parking garage need to be included as infrastructure? Or are we looking at infrastructure from an airplane-view?

Bike Network - Is 40km/hr streets too low?

Our city has dedicated bike lanes, off-street paths, and "bike-friendly" streets. Our project has fairly good connectivity to many amenities using just one street with a dedicated bike lane.

I had a Cx agent perform the plan review but we changed Cx companies during construction. The orginal reviewing Cx agent won't agree to fill out the LEED docs.
