Open Aircraft Hangar, No HVAC

We are designing an open aircraft hangar in southern Alabama that will not have any HVAC equipment.  How would we go about pursuing Optimize Energy Performance credits?

The project I am working on is "complete" and the owner wants to submit for final LEED review.  However, the PV has been delayed and not installed on the project.
