Interior Partitions Option 2: Strategy F without movable partitions?

Has anyone had success earning Interior Lighting Option 2: Strategy F with a project that doesn't have movable partitions?  Our project was denied this strategy because we don't have movable partitions.  This doesn't make sense to me and I can't find anything in the Reference Guide that says you must have movable partitions to earn Strategy F.

I think this shouldn't be a reason for the credit to be denied. Perhaps the reviewer has not understood that your project does not have movable partitions. A narrative showing design documents proving that the project does not have movable partitions could help the reviewer understanding your project better.
