We were alerted to this project in Design Development Phase and the next phase has been progressing while we have been hiring and negotiating with the prospective CxA.

Can anyone clarify if the maximum allowed percentage of total lumens emitted above horizontal (by lighting zone) is applied to each individual luminaire or the sum of all lumens from all luminaires

I am quite confused because I got a review comment recently where Reviewer suggests to exclude preheat coils from Baseline System 7. 

Is it just me?  I'm having a hard time finding manufacturer documentation that confirms compliance with CDPH, aqBB, etc.
