Can shared vehicles that do not have stops be considered public transport?

Is there any guidance for passing shared vehicles (e.g. not stopping at the site) to be considered public transport? The shared vehicle would not be making stops on all transit stops but only relevant ones.

LEED v4 Reference guide states the following definition for rideshare, a transit service in which individuals travel together in a passenger car or small van that seats at least four people. It can include human-powered conveyances, which must accommodate at least two people. It must include an enclosed passenger seating area, fixed-route service, fixed fare structure, regular operation, and the ability to pick up multiple riders.

Any guidance present on this would become the basis of our alternative compliance for this credit.
