Hello -- I have a question regarding bulk water deliveries and how they might affect water and/or energy use credits. Our building is located at a wastewater treatment plant with contaminated groundwater. We have no access to potable water on site, so we will be delivering bulk potable water from off-site. Does this affect our ability to achieve any of the water and energy credits, or LEED certification at all? We weren't able to find this exact scenario in the online forum. Thank you.

Best thing to do to be certain would be to contact GBCI with your unique scenario and propose an approach based on what you think is appropriate for your project.
That said, it seems to be that the source of the water being used doesn't matter when it's potable. The prereq is about having compliant fixtures (for the WaterSense [or equivalent when appropriate] aspect) as well as reducing the usage by using low-flow fixtures. The credit is where you could gain some additional points if you had non-potable sources being treated and used for your fixtures (rainwater, greyawater, etc), or just from having more efficient fixtures. For your project, I don't think any of that changes based on where your potable water is coming from.
I believe your project should be fine provided you follow the regular guidance of the prereq and credit.
