I'm using the BUG method for this first time to document this credit. To confirm, is it correct that there is no limit on number of fixtures, so long as the BUG rating complies? I want to make sure I'm approaching this correctly.

That is correct. You can have 4 heads on a single pole and as long as they comply individually it okay. I'm not thrilled with this rule.
The limit is total wattage for the site

Yes, I was a little surprised to realize that once I started the documentation. I don't see the total wattage for the site limit you mentioned in your comment though -- Doesn't that only apply to the calculation method?

Nice catch. I see the language in earlier versions but not v4.
EAp2 has language about complying with ASHRAE 90.1. Which has limits for site lighting wattage. But it's allowed to have higher energy use in site lighting (or any catergory) if savings are offset elsewhere.
