Energy and water reporting missing

I have been contacted by a company owning a LEED certified building. Thay have forgotten to report the energy and water use for a couple of years. Is it possible to rectify this now or...

Who (in the project organization) gets the notifications from USGBC to hand in the energy and water usage data (~Two times per year?)

Only total building energy and water...

How often does the Owner need to report the Utility data if using the Energy Star Portfolio Manager to comply with MRP6? The form says on a 'regular basis', but does this mean monthly?

I assume that waters are not required at each tenant level. Would one water meter for the building suffice the min requirements ?
