If sub-ing all NC-v4.1 for MR credits, then is NCv4-MRp2 still required if registered as v4?

Has anyone encountered this situation, and been allowed to skip the MRp2 credit since it was omitted in NC-v4.1 in 11/2020?

I haven't had any luck finding info for this particular...
