I have a V4.1 Platinum project in California that is coming to the end of the construction phase. What is considered a "complete" project for USGBC submission?

Are vertical brises on facades considered obstructions?

The project is about to start (after the COVID-19) lockdown and so money is tight - so how long can we wait to submit for design review?  This is my first LEED project how do I know when
