What Defines "Project Completion"

I have a V4.1 Platinum project in California that is coming to the end of the construction phase. What is considered a "complete" project for USGBC submission? Some terms we are using for "completion" on our project include Temporary Certificate of Occupancy, Final Certificate of Occupancy, Occupant Move-In, and Substantial Completion. Thank you.
