Decreasing Baseline Capacities for Unmet Load hours

My question is basically about how much can you decrease the baseline capacities without going to far - that might call Red flags.

I need a couple of clarificaitons regarding the Outdoor Airflow that has to be listed in Table 1.4.7.B of the proposed systems. The project is located in California.

Gas vented fireplace

I have a project were there is a 24,000 Btuh gas vented fireplace. Is a wall device mostly radiant heater (70-75%) with a glass panel which does not have a fan.

Maintenance Garage Baseline System

Baseline LPD for a Vehicle Driving Test ground
