Submersible & Booster Pumps: Process equipment?

Dear all,

Should I model non-HVAC pumps such as "sewage submersible pumps" and "domestic water booster pumps" as process equipment?

Is there a minimum/maximum delivery air temperature that must be up held for ASHRAE 90.1 (we're not talking about thermal comfort, but energy simulation...the fan power specification as per Appx...

I have a Client that is considering LEED certification, we have done a preliminary energy model, we show a 24% savings off the baseline. EA prerequisite 2 asks for a demonstration of 10% energy...
