Yes, the owner must enter building data into Portfolio Manager periodically. However, the process is not onerous. Learn more at https://www.energystar.gov/istar/pmpam/.
All current options for satisfying MPR#6 do require the owner to take action during the 5 years of data sharing.

How frequently must we enter building data or submit it on the templates? "Periodically" isn't specific enough... Thanks!

I think this is answered in the MPR#6 FAQs... monthly or on the utility billing cycle.
