Unregulated energy usage is considered to be process energy. Examples are elevators, receptacle loads, laundry, etc...
The ASHRAE 90.1 User's Manual states "the building performance rating method does not allow credit for non-HVAC motors". So you would need to model the energy consumption identically in the baseline and proposed.
ASHRAE 90.1 Section 10.4.1 requires motor efficiencies to meet Table 10.8 of the standard. (for the most part, every motor must comply)
The motor energy consumption is regulated however the sequence of operation is not regulated therefore I would consider this enegy consumption to be PROCESS.
It may be benificial to add this comment with your submittal.

I'd like to clarify my earlier response.
Motor energy EFFICIENCY is regulated however the sequence of operation is not therefore the annual energy CONSUMPTION is not.I would consider the energy used for the pumps you've described to be process.
