When using the "arbitrage" option, is there a limit regarding where, geographically, the replacement RECs can be purchased form?

Can you please provide som insight as to what "utility service area" refers to? Within the city limits or is there another way to define this a bit clearer.

The credit requires to aggregate at least 1% of the project energy consumption based on EAp Min Energy Performance.
