Can you please provide som insight as to what "utility service area" refers to? Within the city limits or is there another way to define this a bit clearer.

In the US utilities are granted a specific service territory by the government in which they are the exclusive "provider or distributor" of that utility service (i.e. electricity, natural gas, etc.). These areas do not always follow municipal boundaries. I am not sure how it works in Sweden.

Ah ok, In Sweden we have suppliers as well as distributors for electricity and district energy. The supplier is your individual choice but the distributor has exclusive net ownership in certain dedicated areas of the country, hence this must be equivalent to a utility service area. This has been clarified in LEED Interpretation 10469:
Inquiry
LEED v4 BD+C EA credit Renewable Energy Production requires eligible community renewable systems to be located within the same utility service area as the facility claiming the use. However, the power utility servicing our project does not publish details showing its service areas or supply areas. How should we define utility service area in the absence of published data from the utility?
Ruling
If a single utility serves an area larger than one county or municipality, and the utility does not publish details related to subdivided “service areas”, “service territories” or “supply areas,” the “utility service area” may be defined as either:
(a) A radius within 25 miles (40 km) of the LEED project.
OR
(b) The county or municipality where the project is located.
