Pre-existing Campus PV Array - Does commissioning apply?

If we are allocating production from a campus PV array, in which the array is already built and outside of our LEED boundary, how do commissioning requirements apply?

Can we appeal multiple times for different credits? If so, are there time limits between the appeals? I ask because we have different paths we've routed to achieve our end goal.

stormwater when site is directly on the river?

site is on the river. I assume this doesn't change anything, but civil engineer asked I check to see if LEED has exceptions for this.
