Kim, I am working on a project with a similar situation. Your ESC plan may be minimal, but you will need to create one in any case. It may be simply a matter of showing how you are dealing with dust etc during the re-skinning. In some cases with existing building renovations with no site work, we have seen teams focus the ESC plan on any exterior building cleaning activities, such as using non-toxic substances and high pressure washes on the exterior with protective rip-rap on the closest stormdrain to keep the wash from picking up debris. It might also be beneficial to mention in your ESC plan how the typical erosion, dust, and site work will not apply for your site type as an interior retrofit.

I am also working on a project where there is no site work at all. There is no civil engineer or landscape architect on the job. Is it sufficient, in the case of re-skin interior re-fit only, to choose special circumstances and provide a site map showing LEED limit of work to be bound by the building footprint? Or do you still need to provide some type of ESC plan and/or narrative from the CM.
