We continue to struggle with the issue of whether VAV boxes must have MERV13 filters to comply with IEQcr5. VAV boxes do "process return and outside air".

I know you cannot double-count between carpool/LEV/FEV to reduce total designated stalls. However, can you combine these stalls if you still provide the same total number? I.E.

If the politicians actually meant what they said then all they have to do is ban the GSA from letting any of their buildings to earn this Credit. Problem solved. But no.
