Trista Little Project Director WSP USA LEEDuser Expert 389 thumbs up April 11, 2019- 8:44 pm Hi Yoyo, yes you can replace the normal SSc2 Site Development credit with Pilot Credit 83. This webpage:  https://www.usgbc.org/node/5052535?return=/pilotcredits/New-Construction/v4  confirms PC83 is applicable for BDC v4 projects. And there's no distance requirement for the pilot credit, but as you point out, you have to donate to NFWF or FAS.
