In reference to Robert Himmler's comment about the difference between ESC and SWPPP, if the SWPPP is just one aspect of the ESC, are there standards to determine the plan to control dust pollution? or is that aspect left to the project team and/or local codes?
LEED indicates that the pollution prevention plan should conform to the EPA's General Construction Permit, but that seems to only include the SWPPP. Am I missing something?

Josephine,
This is two-fold in a way. You must comply with the EPA’s Construction General Permit AND make sure that the ESC covers prevention of topsoil loss, sedimentation in receiving streams and of air pollution by particulate matter. My understanding is the portion related to dust control is left to the project civil engineer to determine what is most appropriate for the site.
