I think the answer lies in the statement in section 9.2.2.3..."However, any such lighting shall not be exempt unless it is an addition to general lighting and is controlled by an independent control device." My opinion is that the pendant fixture you describe would be considered a task light and needs to be included in the calcs. The same section states that you do not include the wattage of lighting exceptions in the installed or allowance.
