Is a marina considered as a water body? If not, will a new development still need to abide by the 100 feet buffer zone distance?

In LEED NC there is an option to use default 25% recycled content for steel. Is this not applicabel to CI?

What will be the effect on energy consumption if i model conditioned (warehouse) space as semi-heated space by using system type#9 or #10 in baseline. my dominant baseline system type is #5 (VAV)
