75% steel/concrete threshold

I am not clear on how this threshold is applied. Is this a cap, meaning, if steel/ concrete is over the 75% then any amount over won't count towards MRc3?

A Contradiction? (my project is under LEED NC 2009) The LEED 2009 ref. guide is unclear with the inclusions for Div. 31, and 32.

Are Base/Subbase Aggregate Materials part of Materials Cost?

I have not seen this question about base/subbase addressed here yet. I have read the comment fill materials are part of 31 2000 Div.

We have a registered LEED ND v2009 project. Our SSLc4 does not comply (we are shy of the needed short-term bike racks and showers).

Does the compliance with the ISO 14025 standard automatically include cradle to gate scope? Or is the scope stated separately in the product EPD?
