I don't think either is Energy Star eligible.

No they are not. Let me rephrase my question. Are 2/4 slice toaster and drip coffee makers considered equipment/appliances and therefore need to be listed on the EAp2 form?

No. You only need to address Energy Star eligible equipment.

The Table EAp2-4 Energy Star Equipment A is split into 2 sections. When listing an item it can either be listed on the energy star compliant side or the non-energy star compliant side. So for example I list the drip coffee makers and toaster on the non-energy star slide of the table.
Is a set list of equipment/appliances that project teams can reference to help determine what items need to be listed on Table EAp2-4?

Also, I think the credit language could be fine-tuned and more concise terms of what counts in terms of appliances, office equipment, electronics, and commercial food service equipment...ie what level of appliance, office equipment, electronics, and commercial food service equipment minutiae do project teams have include?

What is included is ONLY Energy Star eligible equipment. This changes periodically and that is why LEED does not provide a specific list.
You only list Energy Star eligible equipment in Table EAp2-4. I agree the form is a bit confusing. For the non-Energy Star side you list equipment that is eligible but not Energy Star rated. For the other side you include the Energy Star equipment. Coffee makers and toaster do not get included at all. Look at the latest credit form (v6) as this becomes clearer.
